DEAN, ADMISSIONS AND BUSINESS OPERATIONS
Dick Sears joined the Asia-Pacific Center for Security Studies (APCSS) in July 2002 and serves as the Dean of Admissions & Business Operations. His responsibilities at the Center encompass all aspects of participant admissions to the College of Security Studies and all business operations to include the information management systems, finance, personnel, facilities, global conferences/workshops and the Research library. His principal activities at the Center are focused on the transformation of operations to support APCSS long-term strategic plan.
Previously he served as Chairman of the Department of Transnational Studies in the College of Security Studies. Mr. Sears is a retired naval officer and aviator who spent over 20 years of his career deployed to and engaged in operations conducted throughout the Asia-Pacific and Indian Ocean Regions. Prior to arriving at APCSS he served as Commander, Helicopter Anti-Submarine Light Wing, U.S. Atlantic Fleet while the command was engaged in operation Enduring Freedom and numerous bilateral and multilateral operations. As Commodore, he was responsible for the training, readiness and deployment of all U.S. Atlantic Fleet LAMPS MK III Helicopter Squadrons. Earlier assignments include Commanding Officer of Helicopter Anti-Submarine Squadron Light THIRTY-SEVEN (HSL-37) and Commanding Officer of Sea-based Weapons and Advanced Tactics School Pacific. He also served as the Executive Officer of the USS NEW ORLEANS (LPH 11) during her last Western Pacific deployment. Shore assignments included tours in the Force Structure, Resources and Assessment Directorate (J-8) of the Joint Staff, the Naval War College, the Armed Forces Staff College, and as Strike Warfare Requirements and Assessment Officer on the staff of the Commander, United States Pacific Fleet.
Mr. Sears is a graduate of the United States Naval Academy and holds Master Degrees in Operations Research (M.S.), International Relations (M.A.), and National Security and Strategic Studies (M.A.).
Mr. Sears currently serves as the Chairman of the Board of Directors for Easter Seals Hawaii. His community service also includes volunteer work with Special Olympics Hawaii and past service in the Rotary Club of Honolulu.
