ATTENTION APCSS EMPLOYEES (as 6 Oct), message from Vice Adm. Rixey, DSCA director. ALL APCSS staff and faculty should return to work tomorrow morning:

“All,

We have reviewed the SecDef guidance concerning the Pay Our Military Act and have concluded that all DSCA activities are in direct support of uniformed military, and the military operations and strategies outlined in Combatant Command Theater Security Cooperation Campaign Plans. As such, all civilian employees of DSCA Headquarters, the Regional Centers for Security Studies, DIILS, and DISAM, regardless of funding source, are to return immediately to duty from the emergency furlough ordered on 1 Oct 2013. The return to duty is effective immediately and all employees are to return to work Monday, 7 Oct, or on their next scheduled duty day.

It is important to note that the Pay Our Military Act does not allow the end of furlough for all DoD workers — some DoD civilian employees will unfortunately remain on furlough. However, each furloughed position in DSCA HQs, the Regional Centers for Security Studies, DIILS, and DISAM was vetted to determine whether a return from furlough would be permitted. In addition to this email, supervisors are now being telephonically notified and will in turn be calling all employees that were subjected to furlough to personally relay this same message.

Additional guidance affecting pay, back-pay, travel, leave, contracting, etc., will be released in the coming days.

This has been a difficult week. I’m eager to get the DSCA team back to work and back to the very important missions we execute on behalf of our nation and international partners.”
