Dr. David Fouse is a professor of regional studies focusing on Northeast Asian security issues with a special concentration on Japan. His doctoral dissertation focused upon the development of postwar Japanese security issues, Japanese domestic politics and United States-Japan bilateral relations. Prior to joining the center Dr. Fouse taught various courses at the University of Hawaii.

Dr. Fouse received both his doctorate and Master of Arts degree in political science from the University of Hawaii, and a Bachelor of Arts degree in political science at the California Polytechnic University at Pomona. At the University of Hawaii, Dr. Fouse was a research assistant for the School of Hawaiian, Asian, and Pacific Studies and participated in the Japan-United States Hawaii Conference on the Future of Security in Northeast Asia in 1991. While working to complete his doctorate at the University of Hawaii, he received a research grant for fieldwork from the Japanese Ministry of Education in 1996. Dr. Fouse stayed in Japan for five years and completed a doctorate in applied statistical science at the Graduate University for Advanced Studies in Tokyo, Japan. During this time, Dr. Fouse participated in several nation-wide surveys of Japanese values carried out by the Institute of Statistical Mathematics in Tokyo and translated reports of these surveys into English.

Dr. Fouse’s recent Asia-Pacific Center for Security Studies publications have dealt with Japan’s dispatch of the Ground Self-Defense Force to Iraq, Japan’s support for counterterrorism in Southeast Asia, and Japanese policy toward North Korea in the Post-Cold War era.

Dr. Fouse is a member of the Japan Political Studies Group of the American Political Science Association, the International Studies Association, and the Behaviormetric Society of Japan.
