MS. MIEMIE WINN BYRD

 

Ms Miemie Winn Byrd joined the Asia-Pacific Center for Security Studies in June 2007. Her areas of specialty are Asia-Pacific economics and underlying socio-economic conditions that contribute to terrorism and violent extremism. Her functional areas of expertise are civil-military operations, combating terrorism, interagency collaboration, and U.S. corporate financial accounting standards. Her research focus includes regional economic trends, leveraging the private sector to alleviate negative socio-economic conditions contributing to violent extremism and the role of women in counterterrorism strategy. Her research in the area of socio-economic strategy for combating terrorism had influenced the Army’s development of a new doctrine for Stability and Reconstruction Operations.

Ms Byrd is also a Civil Affairs Officer in the United States Army Reserves. She was mobilized in support of Operations Enduring Freedom in 2003. While on active duty from 2003 to 2007, she served as the Deputy Economic Advisor, Civil-Military Operations Plans Officer, and Interagency Operations Officer at U.S. Pacific Command (USPACOM). Lt. Col. Byrd had also served as a linguist and cultural advisor to the U.S. delegations attending ASEAN Regional Forum, POW/MIA recovery negotiations in Burma (Myanmar) and Cyclone Nargis response. Prior to the mobilization, Ms Byrd was the Controller for Law and Economics Consulting Group (LECG) in the San Francisco Bay Area. Her sixteen years of civilian professional experience included a wide range of auditing, accounting, and financial management positions with multinational corporations such as Gillette, GTE, and Ernst & Young and also with a Silicon Valley start-up firm, Wyzdom.com.

She has authored “Combating Terrorism: A Socio-Economic Strategy” and “Combating Terrorism with Socioeconomics: Leveraging the Private Sector” in Joint Force Quarterly, a professional military and security journal published for the Chairman of Joint Chiefs of Staff by National Defense University. Ms Byrd also served as the editor for USPACOM’s Asia-Pacific Economic Update publication. Additionally, she authored “Implementing Socio-Economic Strategy” and “Maritime Security, Threats, and Challenges” chapters in Volume 3 of the 2005 publication, “Mongolia”, “Nepal” (co-authored with Ms Sharon Strickland), “Brunei”, “Fiji”, “Guam”, and “Tonga” chapters in Volume 1 and 2 of the 2007 publication, and “Creating Sustainable Socio-Economic Conditions” chapter in Volume 3 of the 2007 publication. Ms Byrd received a BA in Economics and Accounting from Claremont McKenna College and holds a MBA with emphasis in Asia-Pacific Economics and Business from University of Hawaii.
