JAMES R. CAMPBELL, Ph.D., M.P.H.

Dr. James R. Campbell came to the Asia-Pacific Center for Security Studies in October 2008 from the Pacific Northwest National Laboratory in Richland, Washington, where he served as Manager for Biosecurity and Biodefense.  Prior to his work at the national laboratory, Dr. Campbell completed 27 years as a biomedical research scientist in the U.S. Navy Medical Service Corps, retiring from active duty in 2005.   

Dr. Campbell’s naval service focused on infectious disease threats, including pandemic influenza and bioterrorism.  He has extensive field experience in epidemic investigation and post-disaster response for disease prevention and mitigation.  He also served an afloat tour as ship’s Nuclear, Biological and Chemical Defense Officer. 

As the first medical department officer to be selected to serve on the Chief of Naval Operations (CNO) Strategic Studies Group at the Naval War College in Newport, Rhode Island, he advised the CNO on matters of force health protection in the areas of bioterrorism and infectious diseases.  His command tours included the Naval Medical Research Unit No. 2, Jakarta, Indonesia, and the Office of Naval Research Global, London, United Kingdom.  From his London headquarters he concurrently managed satellite detachments in Japan, Singapore, Hawaii, Australia, Chile and Russia; and he consulted to the Human Factors and Medicine policy committee for the Research and Technology Organization of the North Atlantic Treaty Organization. In addition, he served as Executive Officer and Scientific Director at the Naval Medical Research Unit No. 3, Cairo, Egypt. 

An acknowledged expert on the country of Indonesia, Dr. Campbell worked a total of seven years leading population-based field studies throughout the Indonesian archipelago as well as at numerous other field locations in Vietnam, Laos and Cambodia. He is fluent in Bahasa Indonesia.  Dr. Campbell has held professorial appointments at four universities in the United States, and at the University of Indonesia. He is a certified Navy Business Acquisition Professional, with numerous awards for scientific leadership, and he is a member of Sigma Xi, the Scientific Research Society.  His publication list includes 65 peer-reviewed manuscripts and three books.
