DAVID FOUSE, Ph.D.

Dr. David Fouse joined the Asia Pacific Center for Security Studies as a Research Fellow in December 2002. His research interests are in Northeast Asian security issues with a special focus on Japan. His doctoral dissertation focused upon the development of postwar Japanese security issues, Japanese domestic politics and United States-Japan bilateral relations.  Prior to joining the center Dr. Fouse taught various courses at the University of Hawaii.

Dr. Fouse received both his Ph.D. and M.A. in political science from the University of Hawaii, and a B.A. in political science at the California Polytechnic University at Pomona. At the University of Hawaii Dr. Fouse was a Research Assistant for the School of Hawaiian, Asian, and Pacific Studies and participated in the Japan-United States Hawaii Conference on the Future of Security in Northeast Asia in 1991. While working to complete his Ph.D. at the University of Hawaii Dr. Fouse received a research grant for fieldwork from the Japanese Ministry of Education in 1996. Dr. Fouse ended up staying in Japan for 5 years and completed a Ph.D. in applied statistical science at the Graduate University for Advanced Studies in Tokyo, Japan. During this time Dr. Fouse participated in several nation-wide surveys of Japanese values carried out by the Institute of Statistical Mathematics in Tokyo and translated reports of these surveys into English.

Dr. Fouse has recently published an article on the effects of economic stagnation in Japan on support for democratic values in the journal Behaviormetrika.  His recent APCSS publications have dealt with Japan’s ongoing debate over development of a missile defense system, Japan’s China Debate, and Japanese policy toward North Korea in the post Cold War era.  Dr. Fouse is a member of the Japan Political Studies Group of the American Political Science Association and the Behaviormetric Society of Japan.
