Commander Brian O’Donnell joined
the faculty at the Asia Pacific Center in May of 2007 after
completing a four year tour as Deputy and Chief of Operational Law
at United States Central Command. During that time Commander
O’Donnell also spent eleven months forward deployed supporting
Operations Iraqi Freedom, Enduring Freedom and the Horn of Africa.
Some of Commander O’Donnell’s
other military assignments include: International Law Professor and
Legal Advisor for Naval War College / Naval Warfare Development
Command, Newport, RI; Deputy Fleet Judge Advocate, Commander SEVENTH
Fleet, forward deployed to Yokosuka, Japan; Senior Prosecutor and
Civil Law Department head, Navy Legal Service Office, Yokosuka,
Japan; Command Judge Advocate and Special Assistant U.S. Attorney,
NAS North Island, San Diego, CA; Deputy Command Judge Advocate, USS
ABRAHAM LINCOLN (CVN-72), NAS Alameda, CA; Prosecutor and Defense
Counsel, Naval Legal Service Office Detachment, NAS Whidbey Island,

Commander O’Donnell graduated
from Virginia Polytechnic Institute and State University with a
Bachelor of Arts degree in Political Science and a minor in
Sociology. He earned his Juris Doctor at the University of Richmond
and Masters of Law in International Law from the University of
Virginia. Commander O’Donnell is an honor graduate from the Naval
Justice School and has been selected as Foreign Area Officer for
East Asia and the Pacific. He was a contributing editor on
Computer Network Attack and International Law (issued as: International
Law Studies, vol. 76, 2002); Reporter for CNO 1999
International Seapower Symposium; and
co-author of Humanitarian Law: Developing International
Rules for the Digital Battlefield; Journal of Conflict and
Security Law Volume 8, Number 1,
March 2003.
A member of Virginia Bar,
Commander O’Donnell is admitted to practice before the Virginia
Supreme Court, the U.S. Court of Appeals for the Armed Forces, the
Fourth Circuit Court of Appeals and the United States District
Court, Eastern District of Virginia.
