Strengthening Democratic Governance of the Security Sector

In support of a U.S. House Armed Services Committee initiative to conduct this program globally, this workshop is designed to introduce members of democratic governments in the Asia-Pacific to the principle of legislative oversight of the security sector within the framework of good governance. The workshop will be comprised of two sections, the first at the Asia-Pacific Center for Security Studies (APCSS) in Honolulu, Hawaii, between April 23 – 25 2008, and the second in Washington, D.C., from April 28 – May 1 2008.

In broad terms, this workshop seeks to:
• Share perspectives about democratic governance over the security sector;
• Provide parliamentarians an opportunity to reflect on enhancing security sector governance in their respective countries;
• Allow parliamentarians an opportunity to gain insights into how security sector governance is exercised in the United States; and
• Enable parliamentarians an opportunity to interact and network with Members from key U.S. Committees/agencies, and engage in a dialogue on security sector governance in their respective countries.

Managing SE Asia Porous Borders (PART II) in the Maritime Domain Conference
(Jun. 9-11, 2008 - Invitation Only) Location:  Malaysia

Conference partnered with Malaysian Maritime Enforcement Agency (MMEA).  Focus of seminar discussions is better understanding of how various levels of inter-agency officials in the governments of SE and South Asia nations coordinate and share useful information to delineate and control borders, resolve fishing and disputed resource issues, and correspondingly deal with all forms of trafficking challenges, including human, drug, weapons, and animals, as well as terrorist transits and disease control.  Break-out group discussions specifically address management techniques, procedures, technology and organizations related to efforts conducted by governments and non-governmental organizations throughout SE and South Asia.

APCSS Alumni Association Regional Security Workshop
(July 1-3, 2008 - Invitation Only)   Location: Honolulu

1-3 July 2008

This workshop will include the designated representative of each of the 35 APCSS alumni associations. The overall objective of the workshop is to build alumni network and association capacity, specifically outlining the role of alumni associations in advancing regional security cooperation. Specifically the goals are to establish parameters for the roles and activities of the model alumni association geared toward advancing security cooperation; expand alumni network capacity and enhance self sufficiency within associations and increase collaborative opportunities between associations; provide an accepted framework and guidelines for the extent of APCSS support to alumni associations; and set standard methods for reporting, tracking and assessing the results and impact of alumni association efforts.

Former Disaster Relief:  Improving Asia-Pacific Response Workshop (May)

Information Sharing for Crisis Resiliency – Beyond Recovery and Response

Location:  Honolulu, Hawaii

This workshop is designed to provide a forum for the Asia-Pacific international civilian and military subject matter experts, governmental and international organization decision-makers, and non governmental practitioners to focus on ways and means of improving resource coordination, information sharing, and strategic communications in responding to natural or man-made disasters on a regional and international basis. Intended Outcomes: 1) list of proposed mechanism to support HA/DR operations, 2) list of international measures to prevent/mitigate disasters and provide warning, 3) build consensus for follow-on conferences aimed at promoting these mechanisms, 4)determine consortiums can be developed, and 5) propose ways to increase information sharing.

Pacific Island Nation Security Issues Workshop (Sep. 16-19, 2008 - Invitation Only)
Location:  Tonga

Focus of the workshop is better understanding of current and anticipated priority security concerns among South Pacific Island nations. Anticipated outcomes are enhanced shared understanding of current and anticipated security issues in the South Pacific region; Identification of next steps required to enhance security collaboration; and creation of a network/community of security practitioners committed to security co-operation and with shared understanding of paths forward to achieve this

Transnational Security and Cross-Regional Cooperation:  APCSS & Marshall Center Senior Alumni Seminar  (October 26-31, 2008 - Invitation Only)

Location: Honolulu, Hawaii

This seminar will be a joint effort of the APCSS and the George C. Marshall Center bringing together some of their most senior alumni for a 5-day seminar.  The overall objective and theme of the seminar is enhanced inter-regional understanding of security issues and concerns in regions supported by both Centers’, as well as logical security-cooperation interfaces requiring cross-regional collaboration.  This inaugural seminar will lead to an introductory but specific appreciation of key security trends and challenges in both regions and a better focused dialogue related to cooperation across the two regions.  The seminar will identify proven practices in responding to security trends and shocks and expand potential areas of inter-regional cooperation.

Pacific Maritime Security   (January 13-15, 2009  - Invitation Only)
Location: TBD

A three-day multinational workshop of maritime-security officials and practitioners from select Pacific-rim nations on both sides of the Pacific Ocean to address maritime security policy and related cooperation that may include the areas of: 1) Chinese strategic engagement, 2) illicit trafficking, and/or 3) resource cooperation.  APCSS and the Center for Hemispheric Defense Studies will serve as primary co-hosts.  Representatives from PACOM, SOUTHCOM and NORTHCOM will participate.  The focus is not defense but rather security policy.
