Crisis Management. R A Boin (Editor)
. Sage Publications Ltd: Los Angeles, Calif. 2008.
Our world
is replete with crises. The landmarks of the new millennium bear the
names of unprecedented adversity: 9/11, the Madrid and London bombings,
the Boxing Day Tsunami, SARS and avian flu, to name only a few. Crises
are threats against the core values or life-sustaining functions of a
social system and require urgent and immediate remedial action. Crises
are "inconceivable threats come true". Governments and organizations must
be prepared to meet these threats. They cannot afford to ignore crisis
management requisites or deal with them in a superfluous, mostly
symbolic fashion. This major work provides a map towards effective
crisis management starting with an introductory essay by the editor
explaining the reasoning behind the selection, defining key concepts and
introducing the key themes around which the major work set is organized.
The collection is organized into three parts, each part dealing with a
specific theme. Part I is devoted to understanding the causes and
dynamics of modern crises. Part II collects together key articles
discussing the core challenges of crisis management, reporting empirical
findings and theoretical milestones. Part III focuses on the
consequences of crises and crisis management.

The graying of the great powers :
demography and geopolitics in the 21st century. Jackson,
Richard. Washington, D.C. : Center for Strategic and International
Studies, c2008.
The Graying of the Great Powers: Demography and Geopolitics in
the 21st Century, a publication of the CSIS Global Aging
Initiative, explores how population aging and population decline will
constrain the ability of the United States and other developed countries
to maintain national and global security over the next few decades. It
also examines the security implications of emerging demographic trends
in different regions of the developing world. While some political
scientists and security experts argue that the forces of demography are
pushing the world toward greater peace and stability, this study
concludes that they pose growing security threats—and that the period of
greatest danger lies just over the horizon in the 2020s.

The dragon's shadow : the rise of China and Japan's new
nationalism. Self, Benjamin. Washington, DC : Henry L. Stimson
Center, 2006.
The era of Friendship Diplomacy between Japan and
China began in aftermath of Tokyo’s defeat in World War II and both
countries’ economic prostration. The Friendship Trope flourished so long
as Japan maintained a penitent and conciliatory policy towards China and
abjured militarism, and China and remained dependent on Japanese aid,
investment and trade. The Friendship era’s collapse in the late 1990s
roughly coincided with the end of the Cold War, the bursting of Japan’s
economic bubble, and Tokyo’s emerging sense of threat from a rising
China and North Korea’s missiles and nuclear capability. Prime Minister
Abe has moved quickly to reestablish normal relations with both Beijing
and Seoul, but the fact that his revisionist-nationalist agenda is
generally in keeping with the national mood raises serious questions
about the future stability of Northeast Asia and the US-Japan alliance.

Japan's New Defense Establishment: Institutions, Capabilities and
Implications.
Washington, DC : Henry L. Stimson Center, c2007
Traces the evolution of Japanese defense and security
policy and implications for the geopolitical environment in
East Asia. The contributors to the volume- Yuki Tatsumi
(Research Fellow, Stimson Center), Andrew Oros (Assistant
Professor, Washington College), and Ken Jimbo (Keio
University)- examine the evolution of Japan's security
institutions, existing legal frameworks and emerging defense
strategy. As they consider the constraints of article nine
of Japan's constitution, the contributors offer bold
analyses of how the Japanese Self-Defense Force will adapt
to changes in the architecture of global peace and security.
In doing so, the publication analyzes the incremental
changes in the roles, missions and capabilities of the
Japanese Self-Defense Forces which have resulted in internal
debate within the country regarding the deployment of
Japanese forces to global trouble-spots like Iraq.
Dr. Jim Auer of Vanderbilt University, who
served as Senior Country Director for Japan in the Office of
the Secretary of Defense, said, "The volume is the most
analytical study of Japan's defense policy since Martin
Weinstein's watershed
Japan's Postwar Defense Policy 1947-1968, published
more than 35 years ago."

The United States and ASEAN - China relations : all quiet
on the Southeast Asian front. Storey, Ian.
Carlisle, PA : Strategic Studies Institute, U.S. Army War College,
[2007]
While the overall security situation in Southeast
Asia is something of a mixed bag, with grounds for both optimism and
pessimism, one of the most encouraging trends in recent years has been
the development of ASEAN’s relations with major external powers.
Relations between China and ASEAN in particular have demonstrated a
marked improvement over the past decade, thanks to a combination of
burgeoning economic ties, perceptions of China as a more constructive
and responsible player in regional politics, and Beijing’s "charm
offensive" toward Southeast Asia. Overall, the development of
ASEAN-China relations poses few security challenges to the United States
today: good relations between China and ASEAN enhance regional
stability, and a stable Southeast Asia is clearly in America’s
interests, especially with Washington focused on events in the Middle
East. However, although ASEAN-China relations are very positive, this
does not necessarily mean the United States is losing influence in
Southeast Asia, or that ASEAN members are "bandwagoning" with China--in
fact, they are hedging by keeping America engaged and facilitating a
continued U.S. military presence. While ASEAN-China relations are
relatively benign today, in the future several sources of potential
friction could create problems in Sino-U.S. relations: these are Taiwan,
Burma, and the South China Sea dispute. This monograph examines each of
these scenarios in turn.

ASEAN and Its Security Offspring: Facing New Challenges.
Simon, Sheldon W.
Strategic Studies Institute, U.S. Army War College. [2007].
Southeast Asian states within ASEAN agree that
security relations with the great powers are best achieved by enmeshing
the latter in ASEAN procedures. The primary goal of ASEAN is that China,
Japan, the United States, and India commit to maintaining Southeast
Asia's autonomy, integrity, and prosperity. ASEAN is less successful in
resolving conflicts internal to the region including human rights in
Burma, transnational terrorism, environmental concerns, human
trafficking, and illegal arms trade. Sovereignty protection frequently
trumps cooperation on these issues.

Climate change as a security risk.
London : Earthscan, 2008.
"With Climate Change as a Security Risk, WBGU has
compiled a flagship report on an issue that quite rightly is rising
rapidly up the international political agenda. The authors pull no
punches on the likelihood of increasing tensions and conflicts in a
climatically constrained world and spotlight places where possible
conflicts may flare up in the 21st century unless climate change is
checked. The report makes it clear that climate policy is preventative
security policy."
Achim Steiner UN Under-Secretary General and Executive Director, United
Nations Environment Programme (UNEP)
Without resolute counteraction, climate change will overstretch many
societies’ adaptive capacities within the coming decades. This could
result in destabilization and violence, jeopardizing national and
international security to a new degree. However, climate change could
also unite the international community, provided that it recognizes
climate change as a threat to humankind and soon sets the course for the
avoidance of dangerous anthropogenic climate change by adopting a
dynamic and globally coordinated climate policy. If it fails to do so,
climate change will draw ever-deeper lines of division and conflict in
international relations, triggering numerous conflicts between and
within countries over the distribution of resources, especially water
and land, over the management of migration, or over compensation
payments between the countries mainly responsible for climate change and
those countries most affected by its destructive effects.

Muqtada [sound recording] : Muqtada al-Sadr, the Shia
revival, and the struggle for Iraq. Cockburn, Patrick. [Old
Saybrook, CT] : Tantor Media, Inc., p2008. 7 sound discs (9 hrs.) :
digital ; 4 3/4 in.
A portrait of the formidable
Shiite figure who has been predicted to be a future leader in Iraq, this
book describes his rise from a resistance fighter, the assassinations of
his family members, and his frequent confrontations with the American
military. Whatever else the United
States intended when it invaded Iraq in the spring of 2003, it was not
to hand the country over to a 32-year-old militant cleric who fought
against their presence from the start and whom former Iraqi
administrator L. Paul Bremer III described as a “Bolshevik Islamist.”
Yet, as the occupation steadily disintegrates, the likelihood grows ever
stronger that Muqtada al-Sadr, the black-turbaned leader of Iraq’s poor
Shiites, will take power when the Americans finally leave.

Religious freedom in the world. Marshall, Paul A.
Lanham, Md. : Rowman & Littlefield Publishers ; [Washington, DC] :
Published in cooperation with Center for Religious Freedom at the Hudson
Institute, c2008.
Religious persecution affects all religious groups.
There is no group in the world that does not suffer to some degree
because of its beliefs. Religious Freedom in the World profiles 101
countries and territories, which between them contain more than 95
percent of the world's population, and uses a clearly comprehensible
numeric scale to rank the level of religious freedom found in each. It
also provides separately derived measures of government regulation of
religion, government favoritism of religion, and social regulation of
religion. The countries have been selected so that the survey represents
each continent, major religion, and geographic area; covers countries
with large populations; describes particularly egregious violators of
religious freedom; and adequately illustrates variations within regions.

La bataille d'Alger [videorecording] = The battle of
Algiers. Pontecorvo, Gillo.
Irvington, NY : Criterion Collection, c2004.
3 videodiscs (121 min.) : sd., b&w and col. ; 4 3/4 in. + 1 booklet
(55 p. ; 19 cm.)
The saying "one person's terrorist is another
person's freedom fighter" is amply demonstrated in Gillo Pontecorvo's
searingly realistic, documentary-style look at the Algerian rebellion in
the face of French occupation in the mid-1950s. Especially apropos in a
"war against terror" climate, Algiers doesn't take sides so much as
dramatize where battle lines are drawn, with children gunning down
soldiers and women stashing bombs in diners.

Corruption in judicial systems. (Global Corruption
report 2007). Transparency International. New York : Cambridge
University Press, 2007.
Corruption is undermining justice in many parts of the world, denying
victims and the accused the basic human right to a fair and impartial
trial. This is the critical conclusion of TI’s Global Corruption Report
2007. It is difficult to overstate
the negative impact of a corrupt judiciary: it erodes the
ability of the international community to tackle transnational crime and
terrorism; it diminishes trade, economic growth and human development;
and, most importantly, it denies citizens impartial settlement of
disputes with neighbors or the authorities. When the latter occurs,
corrupt judiciaries fracture and divide communities by keeping alive the
sense of injury created by unjust treatment and mediation. Judicial
systems debased by bribery undermine confidence in governance by
facilitating corruption across all sectors of government, starting at
the helm of power. In so doing they send a blunt message to the people:

The powers to lead. Nye, Joseph S. Oxford ; New
York : Oxford University Press, 2008.
What qualities make a leader succeed in business or politics? In an
era when the information revolution has dramatically changed the playing
field, when old organizational hierarchies have given way to fluid
networks of contacts, and when mistrust of leaders is on the rise, our
ideas about leadership are clearly due for redefinition. With
The Powers to Lead, Joseph S. Nye,
Jr. offers a sweeping look at the nature of leadership in today's world,
in an illuminating blend of history, business case studies,
psychological research, and more. As he observes, many now believe that
the more authoritarian and coercive forms of leadership--the hard power
approaches of earlier military-industrial eras--have been largely
supplanted in postindustrial societies by soft power approaches that
seek to attract, inspire, and persuade rather than dictate.

Economy of the conflict region in Sri Lanka : from embargo
to repression. Sarvananthan, Muttukrishna. Washington, DC :
East-West Center Washington, 2007.
This paper examines the nature of the economy in the northern and
eastern provinces of Sri Lanka and explores the causes and effects of
economic and social decline in the region during the civil conflict. It
compares the economic and social development of the conflict region over
time and vis-à-vis other provinces during the pre-conflict, civil war
and ceasefire periods and argues that despite the higher growth rate
during ceasefire periods, very little positive change has occurred in
the structure, nature and extent of the region's economy.

Training indigenous forces in counterinsurgency : a tale of
two insurgencies
Corum, James S. [Carlisle
Barracks, PA] : Strategic Studies Institute, U.S. Army War College,
2006.
The author examines the British experience in building and training
indigenous police and military forces during the Malaya and Cyprus
insurgencies. These two insurgencies provide a dramatic contrast to the
issue of training local security forces. In Malaya, the British
developed a very successful strategy for training the Malayan Police and
army. In Cyprus, the British strategy for building and training local
security forces generally was ineffective. The author argues that some
important lessons can be drawn from these case studies that are directly
applicable to current U.S. counterinsurgency doctrine.

Building for the future : China's
progress in space technology during the tenth 5-year plan and the U.S.
response. Pollpeter, Kevin. Carlisle, PA : Strategic Studies
Institute, U.S. Army War College, [2008].
The Chinese government is using space power to increase its influence at
home and abroad and hopes to leverage the political, economic, and
military benefits of space to become a great power. The ambivalent
nature of the U.S.-China relationship, however, assures that over the
long term China's rise as a space power will present challenges to the
United States. Militarily, China's improved remote sensing capabilities
and launch tempos require the U.S. military to prepare to counteract
China's use of space in a potential conflict over Taiwan. Commercially,
China's lower labor costs and mercantilist approach to space could
ees are managed

Nuclear Black Markets:
Pakistan, A.Q. Khan and the rise of proliferation networks:
A
net assessment. London : International Institute for
Strategic Studies, 2007.
"The arrest and public confession of Pakistani nuclear weapons
scientist Abdul Qadeer Khan in 2004 revealed the existence of a global
proliferation network which had, over almost two decades, provided
nuclear technology, expertise, and designs to Iran, North Korea, Libya
and possibly other countries. Khan was not the only nuclear arms
merchant and Pakistan was not the only country implicated in his shadowy
network. It spanned three continents and eluded both national and
international systems of export controls that had been designed to
prevent illicit trade. The discovery of the network highlighted concerns
that nuclear technology is no longer the monopoly of industrially
advanced countries, but can be purchased off-the-shelf by both states
and terrorist groups. The IISS Strategic Dossier on nuclear black
markets provides a comprehensive assessment of the Pakistani nuclear
programme from which the Khan network emerged, the network's onward
proliferation activities, and the illicit trade in fissile materials. In
addition, the Strategic Dossier provides an overview of the clandestine
nuclear procurement activities of other states, along with the efforts
made both by Pakistan and the international community to prevent the
reoccurrence of further proliferation networks and to secure nuclear
technology. The final chapter assesses policy options for further
action.

On call in hell [sound recording] :
[a doctor's Iraq War story] . Jadick, Richard. [Old Saybrook,
CT] : Tantor Audio, p2007. 7 sound discs (8 hr.) : digital ; 4 3/4 in.
A riveting memoir from the Navy doctor praised as "Hero, M.D." on the
cover of "Newsweek." Cdr. Richard Jadick's story is one of the most
extraordinary to come out of the war in Iraq. At thirty-eight, the last
place the Navy doctor was expected to be was on the front lines. He was
too old to be called up, but not too old to volunteer. In November 2004,
with the military reeling from an acute doctor shortage, Jadick chose to
accompany the First Battalion, Eighth Marine Regiment (the "1/8") to
Iraq. During the Battle of Fallujah, Jadick and his team worked
tirelessly and courageously around the clock to save their troops in the
worst street fighting Americans had faced since Vietnam. It is estimated
that without Jadick at the front, the Marines would have lost an
additional thirty men. Of the hundreds of men he treated, only one died
after reaching a hospital.

The art of war [sound recording]
:
The Essential Translation of the
Classic Book of Life. Sunzi, 6th cent. B.C. Ashland, Or. :
Blackstone Audiobooks, 2004. 8 sound discs (ca. 72 min. each) : digital
; 4 3/4 in.
Master Sun said: “Ultimate excellence
lies not in winning every battle but in defeating the enemy without ever
fighting.” For more than two thousand years, The Art of War
has stood as a cornerstone of Chinese culture, a lucid text that reveals
as much about psychology, politics, and economics as it does about
battlefield strategy. For those seeking a deeper understanding of this
seminal work, scholar John Minford brings the words of Sun-tzu to life
for modern listeners, presenting the core text in two formats:
Part I: The original text by Sun-tzu, translated by John Minford,
read by Ray Porter
The unadorned thirteen chapters allow listeners to form their own first
impressions of the ancient words of wisdom ascribed to Sun-tzu. Part II:
Introduction to the text by John Minford, read by Lorna Raver
In a lively, learned introduction, Minford explores the life and times
of Sun-tzu and considers how best to read and understand the work today.
Part IIa: Original text with running commentary by traditional Chinese
scholars and translator, read by Ray Porter and Lorna Raver. The
original text is presented again, this time with extensive running
commentary by traditional Chinese scholars and others, providing context
and subtext for the work. Even those readers familiar with The Art of
War will experience it anew, finding it more fascinating and more
relevant than ever.

State of denial [sound recording] :
Bush at war, part III. Woodward, Bob. New York : Simon &
Schuster Audio, p2006. 6 sound discs (ca. 7 hr.) : digital ; 4 3/4 in.
Rather than a liberated state, Iraq has become this administration's
"state of denial." With apparently limitless access, Woodward recounts
the trials and tribulations of Bush, focusing on Iraq. Woodward presents
a broad range of sincere efforts, missed opportunities and blatant
mistakes by Bush and his team of advisers. According to Woodward (and
many others in the administration), one of Bush's most contemptuous
denials is his continual endorsement of Secretary of Defense Donald
Rumsfeld. But the ultimate denial by Bush is his refusal to be genuine,
sincere and honest with Americans, other world leaders and the war-torn
impoverished Iraqis. His fear of showing weakness, doubt or emotion
actually debilitates and discredits his humanity. Woodward illustrates
Bush's emotional capacity, even revealing several times when Bush cries.
This, more than any speech, would make Americans believe again in their
president, but Bush denies Americans this reality. Boyd Gaines delivers
the facts with a reporter like authority and tone while perceptively
capturing the emotional resonance of spoken words, his Bush
impersonation improving as the audiobook progresses. Overall, his
performance coincides neatly with Woodward's writing style.

The long road home [sound recording] : [a story of war and
family]
Raddatz, Martha. [Old
Saybrook, CT] : Tantor, p2007. 8 sound discs (10 hr.) : digital ; 4 3/4
in.
From ABC White House correspondent Raddatz
comes the story of a brutal 48-hour firefight that conveys in harrowing
detail the effects of war not just on the soldiers but also on the
families waiting back home.
Many mark April 4, 2004, as the
beginning of the full-fledged Iraq insurgency. On that day, a
platoon of U.S. soldiers engaged in helping the part of Baghdad
called Sadr City deal with horrible sanitation problems and found
themselves attacked by hundreds, if not thousands, of members of the
Mahdi Militia, a creation of radical Shi'ite cleric Moqtada al-Sadr.
The first thing the soldiers noticed was an eerie absence of people
on the street. Then they began to take withering fire from rooftops,
windows, and doors seemingly from everywhere. The platoon, as it
sought its way out, found that the streets were strewn with all
variety of junk meant to impede their escape. The irony of the
battle sank deep into the minds of the soldiers, who viewed
themselves as helpers of the populace, not their enemy, and who had
liberated these same Shi'ites from Saddam Hussein. As the day
dragged on, the Americans were appalled when organized mobs of women
and children marched down the alley from both directions,
camouflaging rank upon rank of militiamen. The soldiers had no
choice but to fire into the crowds. Hundreds of Iraqis died, as did
eight Americans, including Casey Sheehan, whose mother, Cindy, has
become one of the most prominent antiwar activists. Raddatz, a
well-known journalist and an award-winning correspondent for ABC
News, interweaves battle vignettes with vividly written descriptions
of the people on the home front wives, children, mothers and
fathers, and fellow soldiers. Raddatz studiously avoids any
political carping, letting the events tell their own story, however
one wants to interpret them.

consummate bravery, beyond the call of duty. Heroes Among Us

The Economic Costs and
Consequences of Terrorism. Cheltenham: UK. Edward Elgar Pub
2008. This landmark book covers a range of issues concerning the
consequences of terrorist attacks. Beginning with a discussion of new
policies and strategies, it then delves into specific areas of concern,
modeling a range of possible scenarios and ways to mitigate or pre-empt
damages.
Top researchers from around the world discuss issues such as: airport
security, urban terrorism, Coast Guard operations, and the need to
balance freedoms with security. New policies for deterring terrorism are
also proposed. Later chapters model the economic impacts of terrorist
attacks on the food industry, major US ports, and US theme parks. The
final chapters provide an in-depth look at the effects of interruptions
to electricity supply and how to improve resiliency. Using specific
locations and situations, the volume details in a concrete way the long
and short-term economic effects of possible future attacks.
The cutting-edge research and provocative conclusions make this a
must-read for policymakers, public sector economists, urban planners,

Aging China : the demographic
challenge to China's economic prospects. England, Robert Stowe.
Westport, Conn. : Praeger ; Washington, D.C. : Center for Strategic and
International Studies, 2005.
Veteran financial editor and journalist England says the teeming
population of the outsized country will age rapidly between 2010 and
2040, because of the one-child policy implemented in 1980. Unlike its
neighbors, he explains, China will begin its aging before it has
completed the transition from poor, stifling, Communist command economy
to a major global player with an economy driven by private enterprise.
He explores in broad outline the significant economic, market, social,
and demographic factors that will shape the future of China and the role
that aging will play in the mix of influences.

A recast partnership? :
institutional dimensions of transatlantic relations.
Serfaty, Simon. Washington,
D.C. : CSIS Press, c2008.The goal of the volume is not to reinvent
either the North Atlantic Treaty Organization or the European Union, the
two main institutional dimensions of the transatlantic partnership.
Rather, it is to renew them and recast them in ways that can make each
better suited to the other and make both more effectively prepared to
help their 32 members address the security, economic, political, and
societal issues they face in common.
With new leaders in place in Germany, France, and Britain and with
elections in Russia, Spain, Italy, and the United States in 2008, the
stage is set for change and a new transatlantic beginning in 2009. The
contributors to this volume offer an agenda for action that aims at the
ever-closer Euro-Atlantic partnership needed for the emerging multipolar
system of the twenty-first century.

50 battles that changed the world [sound recording] :
the conflicts that most influenced the course of history. Weir,
William. Rosaland, NJ : Listen & Live Audio, p2008. 4 sound discs ; 4
3/4 in.
Rather than celebrating warfare, 50 Battles That
Changed the World looks at the clashes the author believes have had
the most profound impact on world history. Listed in order of their
relevance to the modern world, they range from the ancient past to the
present day and span the globe many times over.
This audiobook is not so much about military strategy as the
implications of the battles that were vital in shaping civilization as
we know it. Some of the battles in this book are familiar to us
all-Bunker Hill, which prevented the American Revolution from being
stillborn, and Marathon, which kept the world's first democracy alive.
Others may be less familiar-the naval battle at Diu (on the Indian
Coast), which led to the ascendancy of Western Civilization and the
discovery of America, and Yarmuk, which made possible the spread of
Islam from Morocco to the Philippines. Click on image hear

Second chance : three
presidents and the crisis of American superpower. Brzezinski,
Zbigniew. New York : Basic Books, c2007.
"The last three presidential administrations - Bush
Senior, Clinton, and Bush Junior - span less than two decades but cover
a pivotally important time: a period in which the United States, having
emerged from the Cold War as the unquestioned victor, enjoyed a degree
of international dominance that was unprecedented in the history of the
world. These three American presidents were not mere heads of state but
the de facto leaders of the world." "Second Chance is a dispassionate,
unsparing assessment of how the three presidents performed as history's
first successive global leaders, and how that performance was influenced
by their personal leadership styles. Zbigniew Brzezinski, America's most
distinguished commentator on international affairs, concludes that the
United States has squandered a great deal of its power and prestige. No
president escapes criticism, though the blame is by no means shared
equally. Brzezinski concludes by recommending how America can regain its
global stature in today's era of global political awakening."
