Our world is replete with crises. The landmarks of the new millennium bear the names of unprecedented adversity: 9/11, the Madrid and London bombings, the Boxing Day Tsunami, SARS and avian flu, to name only a few. Crises are threats against the core values or life-sustaining functions of a social system and require urgent and immediate remedial action. Crises are "inconceivable threats come true". Governments and organizations must be prepared to meet these threats. They cannot afford to ignore crisis management requisites or deal with them in a superfluous, mostly symbolic fashion. This major work provides a map towards effective crisis management starting with an introductory essay by the editor explaining the reasoning behind the selection, defining key concepts and introducing the key themes around which the major work set is organized. The collection is organized into three parts, each part dealing with a specific theme. Part I is devoted to understanding the causes and dynamics of modern crises. Part II collects together key articles discussing the core challenges of crisis management, reporting empirical findings and theoretical milestones. Part III focuses on the consequences of crises and crisis management.

The Graying of the Great Powers: Demography and Geopolitics in the 21st Century, a publication of the CSIS Global Aging Initiative, explores how population aging and population decline will constrain the ability of the United States and other developed countries to maintain national and global security over the next few decades. It also examines the security implications of emerging demographic trends in different regions of the developing world. While some political scientists and security experts argue that the forces of demography are pushing the world toward greater peace and stability, this study concludes that they pose growing security threats—and that the period of greatest danger lies just over the horizon in the 2020s.

The era of Friendship Diplomacy between Japan and China began in aftermath of Tokyo’s defeat in World War II and both countries’ economic prostration. The Friendship Trope flourished so long as Japan maintained a penitent and conciliatory policy towards China and abjured militarism, and China and remained dependent on Japanese aid, investment and trade. The Friendship era’s collapse in the late 1990s roughly coincided with the end of the Cold War, the bursting of Japan’s economic bubble, and Tokyo’s emerging sense of threat from a rising China and North Korea’s missiles and nuclear capability. Prime Minister Abe has moved quickly to reestablish normal relations with both Beijing and Seoul, but the fact that his revisionist-nationalist agenda is generally in keeping with the national mood raises serious questions about the future stability of Northeast Asia and the US-Japan alliance.

Traces the evolution of Japanese defense and security policy and implications for the geopolitical environment in East Asia. The contributors to the volume- Yuki Tatsumi (Research Fellow, Stimson Center), Andrew Oros (Assistant Professor, Washington College), and Ken Jimbo (Keio University)- examine the evolution of Japan's security institutions, existing legal frameworks and emerging defense strategy. As they consider the constraints of article nine of Japan's constitution, the contributors offer bold analyses of how the Japanese Self-Defense Force will adapt to changes in the architecture of global peace and security. In doing so, the publication analyzes the incremental changes in the roles, missions and capabilities of the Japanese Self-Defense Forces which have resulted in internal debate within the country regarding the deployment of Japanese forces to global trouble-spots like Iraq.

Dr. Jim Auer of Vanderbilt University, who served as Senior Country Director for Japan in the Office of the Secretary of Defense, said, "The volume is the most analytical study of Japan's defense policy since Martin Weinstein's watershed Japan's Postwar Defense Policy 1947-1968, published more than 35 years ago."

While the overall security situation in Southeast Asia is something of a mixed bag, with grounds for both optimism and pessimism, one of the most encouraging trends in recent years has been the development of ASEAN’s relations with major external powers. Relations between China and ASEAN in particular have demonstrated a marked improvement over the past decade, thanks to a combination of burgeoning economic ties, perceptions of China as a more constructive and responsible player in regional politics, and Beijing’s "charm offensive" toward Southeast Asia. Overall, the development of ASEAN-China relations poses few security challenges to the United States today: good relations between China and ASEAN enhance regional stability, and a stable Southeast Asia is clearly in America’s interests, especially with Washington focused on events in the Middle East. However, although ASEAN-China relations are very positive, this does not necessarily mean the United States is losing influence in Southeast Asia, or that ASEAN members are "bandwagoning" with China--in fact, they are hedging by keeping America engaged and facilitating a continued U.S. military presence. While ASEAN-China relations are relatively benign today, in the future several sources of potential friction could create problems in Sino-U.S. relations: these are Taiwan, Burma, and the South China Sea dispute. This monograph examines each of these scenarios in turn.

Southeast Asian states within ASEAN agree that security relations with the great powers are best achieved by enmeshing the latter in ASEAN procedures. The primary goal of ASEAN is that China, Japan, the United States, and India commit to maintaining Southeast Asia's autonomy, integrity, and prosperity. ASEAN is less successful in resolving conflicts internal to the region including human rights in Burma, transnational terrorism, environmental concerns, human trafficking, and illegal arms trade. Sovereignty protection frequently trumps cooperation on these issues.

However, climate change could also unite the international community, provided that it recognizes climate change as a threat to humankind and soon sets the course for the avoidance of dangerous anthropogenic climate change by adopting a dynamic and globally coordinated climate policy. If it fails to do so, climate change will draw ever-deeper lines of division and conflict in international relations, triggering numerous conflicts between and within countries over the distribution of resources, especially water and land, over the management of migration, or over compensation payments between the countries mainly responsible for climate change and those countries most affected by its destructive effects.

Paul Bremer III described as a “Bolshevik Islamist.” Yet, as the occupation steadily disintegrates, the likelihood grows ever stronger that Muqtada al-Sadr, the black-turbaned leader of Iraq’s poor Shiites, will take power when the Americans finally leave.

It also provides separately derived measures of government regulation of religion, government favoritism of religion, and social regulation of religion. The countries have been selected so that the survey represents each continent, major religion, and geographic area; covers countries with large populations; describes particularly egregious violators of religious freedom; and adequately illustrates variations within regions.

This paper examines the nature of the economy in the northern and eastern provinces of Sri Lanka and explores the causes and effects of economic and social decline in the region during the civil conflict. It compares the economic and social development of the conflict region over time and vis-à-vis other provinces during the pre-conflict, civil war and ceasefire periods and argues that despite the higher growth rate during ceasefire periods, very little positive change has occurred in the structure, nature and extent of the region's economy.

Training indigenous forces in counterinsurgency : a tale of two insurgencies

The author examines the British experience in building and training indigenous police and military forces during the Malaya and Cyprus insurgencies. These two insurgencies provide a dramatic contrast to the issue of training local security forces. In Malaya, the British developed a very successful strategy for training the Malayan Police and army. In Cyprus, the British strategy for building and training local security forces generally was ineffective. The author argues that some important lessons can be drawn from these case studies that are directly applicable to current U.S. counterinsurgency doctrine.

The Chinese government is using space power to increase its influence at home and abroad and hopes to leverage the political, economic, and military benefits of space to become a great power. The ambivalent nature of the U.S.-China relationship, however, assures that over the long term China's rise as a space power will present challenges to the United States. Militarily, China's improved remote sensing capabilities and launch tempos require the U.S. military to prepare to counteract China's use of space in a potential conflict over Taiwan. Commercially, China's lower labor costs and mercantilist approach to space could ees are managed and opportunities exploited.

"The arrest and public confession of Pakistani nuclear weapons scientist Abdul Qadeer Khan in 2004 revealed the existence of a global proliferation network which had, over almost two decades, provided nuclear technology, expertise, and designs to Iran, North Korea, Libya and possibly other countries. Khan was not the only nuclear arms merchant and Pakistan was not the only country implicated in his shadowy network. It spanned three continents and eluded both national and international systems of export controls that had been designed to prevent illicit trade. The discovery of the network highlighted concerns that nuclear technology is no longer the monopoly of industrially advanced countries, but can be purchased off-the-shelf by both states and terrorist groups. The IISS Strategic Dossier on nuclear black markets provides a comprehensive assessment of the Pakistani nuclear programme from which the Khan network emerged, the network's onward proliferation activities, and the illicit trade in fissile materials. In addition, the Strategic Dossier provides an overview of the clandestine nuclear procurement activities of other states, along with the efforts made both by Pakistan and the international community to prevent the reoccurrence of further proliferation networks and to secure nuclear technology. A riveting memoir from the Navy doctor praised as "Hero, M.D." on the cover of "Newsweek." Cdr. Richard Jadick's story is one of the most extraordinary to come out of the war in Iraq. At thirty-eight, the last place the Navy doctor was expected to be was on the front lines. He was too old to be called up, but not too old to volunteer. In November 2004, with the military reeling from an acute doctor shortage, Jadick chose to accompany the First Battalion, Eighth Marine Regiment (the "1/8") to Iraq. During the Battle of Fallujah, Jadick and his team worked tirelessly and courageously around the clock to save their troops in the worst street fighting Americans had faced since Vietnam. It is estimated that without Jadick at the front, the Marines would have lost an additional thirty men. Of the hundreds of men he treated, only one died after reaching a hospital.

Rather than a liberated state, Iraq has become this administration's "state of denial." With apparently limitless access, Woodward recounts the trials and tribulations of Bush, focusing on Iraq. Woodward presents a broad range of sincere efforts, missed opportunities and blatant mistakes by Bush and his team of advisers. According to Woodward (and many others in the administration), one of Bush's most contemptuous denials is his continual endorsement of Secretary of Defense Donald Rumsfeld. But the ultimate denial by Bush is his refusal to be genuine, sincere and honest with Americans, other world leaders and the war-torn impoverished Iraqis. His fear of showing weakness, doubt or emotion actually debilitates and discredits his humanity. Woodward illustrates Bush's emotional capacity, even revealing several times when Bush cries. This, more than any speech, would make Americans believe again in their president, but Bush denies Americans this reality. Boyd Gaines delivers the facts with a reporter like authority and tone while perceptively capturing the emotional resonance of spoken words, his Bush impersonation improving as the audiobook progresses. Overall, his performance coincides neatly with Woodward's writing style.

From ABC White House correspondent Raddatz comes the story of a brutal 48-hour firefight that conveys in harrowing detail the effects of war not just on the soldiers but also on the families waiting back home.
Many mark April 4, 2004, as the beginning of the full-fledged Iraq insurgency. On that day, a platoon of U.S. soldiers engaged in helping the part of Baghdad called Sadr City deal with horrible sanitation problems and found themselves attacked by hundreds, if not thousands, of members of the Mahdi Militia, a creation of radical Shi'ite cleric Moqtada al-Sadr. The first thing the soldiers noticed was an eerie absence of people on the street. Then they began to take withering fire from rooftops, windows, and doors seemingly from everywhere. The platoon, as it sought its way out, found that the streets were strewn with all variety of junk meant to impede their escape. The irony of the battle sank deep into the minds of the soldiers, who viewed themselves as helpers of the populace, not their enemy, and who had liberated these same Shi'ites from Saddam Hussein. As the day dragged on, the Americans were appalled when organized mobs of women and children marched down the alley from both directions, camouflaging rank upon rank of militiamen. The soldiers had no choice but to fire into the crowds. Hundreds of Iraqis died, as did eight Americans, including Casey Sheehan, whose mother, Cindy, has become one of the most prominent antiwar activists. Raddatz, a well-known journalist and an award-winning correspondent for ABC News, interweaves battle vignettes with vividly written descriptions of the people on the home front wives, children, mothers and fathers, and fellow soldiers.  Raddatz studiously avoids any political carping, letting the events tell their own story, however one wants to interpret them.

This report gives an overview of human rights in China in 2007. Based on the International Covenant on Economic, Social and Cultural Rights, the report presents human rights under five categories: social rights, political rights, judicial rights, economic and environmental rights, and educational and cultural rights. It says that China’s record in all these areas of human rights has not seen any improvement over the years. Instead, it has deteriorated in some areas.
