What is the Asia-Pacific Center for Security Studies?

The Asia-Pacific Center for Security Studies is primarily an academic institute focused on leader development. The Center addresses regional and global security issues, inviting military and civilian representatives of the United States and 45 Asia-Pacific nations to its comprehensive program of executive education and conferences.

How long has APCSS been in existence?

APCSS was established on September 4, 1995.

How can I contact a professor?

You can send an email to pao@apcss.org  Your email will be forwarded to the professor you have indicated. Or, you can call our main number at 808-971-8900.

Are your courses open to the general public?

I'm sorry, but our courses are for members of the military or civilian equivalents serving in defense, foreign affairs, or counterterrorism positions. However, some civilians who are member of Non-Governmental Organizations or international media may be invited to attend.

Are courses open to NGOs or members of the media?

Members of Non-Governmental Organizations and/or International Media Organizations are now allowed to attend APCSS courses as self-funded fellows.  Billets are obtained via the U.S. Embassy in that host country.  If you are unsure of who to contact at the embassy, please contact our registrar at (808) 971-8925 or RegistrarBranch@apcss.org   

How do I sign up for a course?

  • Outside the United States, nominations for participation in the Executive Course come from the military forces: Ministries of Defense, Foreign Affairs, Transportation, and Finance; through the U.S. Embassies, for approval at the Center.
  • Inside the United States, nominations come from the military components, i.e., the Army, Navy, Marines, and Air Force; the Department of Defense; State Department; and Department of Transportation, for approval at the Center.

What is the difference between the East-West Center and the Asia-Pacific Center for Security Studies?

While APCSS and the East-West Center have similar missions, the primary difference is that APCSS is a Department of Defense institute focused on leader development and professional educational and exchanges. APCSS complements the U.S. Pacific Command Theater Security Cooperation Program. The East-West Center is a non-profit organization. 

The APCSS addresses regional and global security issues, inviting military and civilian representatives of the United States and 45 Asia-Pacific nations to its comprehensive program of courses and conferences, both in Hawaii and throughout the Asia-Pacific region.  The Center supports the U.S. Pacific Command’s objective of developing professional and personal ties among national security establishments throughout the region.  APCSS focuses on a multilateral and multi-dimensional approach to defining and addressing regional security issues and concerns.  The most beneficial result is building relationships of trust and confidence among future leaders and decision-makers within the region.

There are 45 countries in the region that benefit from APCSS. These include the 42 countries that are part of the U.S. Pacific Command's Area of Responsibility.  In addition, Canada, Chile, Peru, and Pakistan also routinely participate in our courses.
