Ambassador Gaa participates in APCSS roundtable

Ambassador Willy Gaa, Deputy Chief of Mission &
Charge d’Affaires at
the Philippine Embassy in Washington, DC, recently visited APCSS and
participated in a roundtable with faculty and staff. During the
roundtable, the ambassador provided useful insights on the coming
food crises in East Asia. APCSS faculty and staff highlighted APCSS
contribution to Disaster Management in the Asia Pacific through
current and future course work, outreach, and alumni activities.

This year's Symposium on East Asia Security (SEAS) delegation
recently visited APCSS. Participants included 27 of the best and
brightest from the military and foreign affairs agencies of most of
the nations of East Asia and the Pacific and included several were

Asia-Pacific Leaders Focus on Security
Concerns, Cooperation
|
HONOLULU, April 4, 2008 – More than 60
military and government leaders from across Asia and the Pacific
yesterday kicked off a six-week program that aims to help them work
more effectively and cooperatively to promote regional security.
The participants, mid-level leaders from 30 countries, converged at
the Asia-Pacific Center for Security Studies here for the Advanced
Security Cooperation Course. The program is the flagship course
among five offered at the center, which opened its doors in 1995 and
operates under U.S. Pacific Command.

Sixty-two Fellows graduated from the
Asia-Pacific Center for Security Studies Comprehensive Security Responses to
Terrorism (CSRT) Course in Honolulu March 26 . The Fellows
included military and civilian participants from 31 countries
throughout the Asia-Pacific region who attended the three-week
course.

Emergency Response &
Risk Reduction Workshop
|

Working to improve
emergency response and risk reduction was the topic of a
workshop held March 10-14 in Ulaanbaatar, Mongolia. The
event sponsored by government of Mongolia with the
Asia-Pacific Center for Security Studies resulted in
focused discussions to better understand how
a government coordination and advisory body coordinates
and synchronizes appropriate steps to build national
disaster resiliency while reducing risk; and in the
event of disaster, manages relief and
humanitarian-assistance efforts conducted by the whole
of government, international organizations and
registered non governmental organizations.

Uyghur Muslim
Ethnic Separatism in Xinjiang, China
|
|
A January 2007 Chinese raid on a
training camp in Xinjiang killed 18 terrorist suspects and one
policeman. Seventeen more suspects were reported captured and
explosives were seized. The raid was said to have provided new
evidence of ties to “international terrorist forces.”
The raid marks the latest clash between Uyghur Muslim separatists
and Chinese security services, reflecting a limited challenge to
China’s mainland stability. This clash is the
topic of a new paper by APCSS professor
Dr. Elizabeth Van Wie Davis entitled “Uyghur
Muslim Ethnic Separatism in Xinjiang, China.”

was conducted in partnership with the Vietnamese Ministry of Foreign
Affairs’ Institute for International Relations (IIR), the main policy

received a complete overhaul in structure and functionality.
The portal in its new and improved form is now operational at

course title to focus on crisis management |

The Asia-Pacific Center for
Security Studies is changing the name of the Security,
Stability, Transition and Reconstruction (SSTR) course. The new
title, “Comprehensive Crisis Management: Preventing, Preparing,
and Responding” (CCM) course, reflects a shift in emphasis
toward a more even balance of preventing and preparing for
crises with crisis response.

–International Fellows recently graduated from the Asia-Pacific
Center Asia-Pacific Center for Security Studies “Comprehensive
Security Responses to Terrorism“ course. Fifty-nine
military and civilian participants from 27 countries throughout
the Asia-Pacific region attended the three-week course. The
course is designed to build relationships between and among the
United States and current and future counterterrorism
practitioners of participating countries, to develop the trust
and confidence necessary for increased information sharing, and
to identify ways to reduce obstacles to cooperation in the
international struggle against those who use terror to promote
their goals.

retired Army Lt. Gen. Ed Smith, recently completed a trip to Indonesia,
Australia and New Zealand. The trip focused on marketing current
Honolulu-based and future Outreach program opportunities in each
country, as well as discussions about course development and
recruitment. It was also a chance for Lt. Gen. Smith the meet up with a
